For judgment without mercy to him that hath not done mercy. And mercy exalteth itself above judgment.

With thisreadingit might be rendered : " mercy exulteth over judgment." The meaning of the text seems to be, that the exercise of mercy towards our fellow-man prevails over the justice of God, provoked by our sins.
